Can someone tell me why I couldn't put a vest on my baby in the public pool? - baby guard pool

I have 13 months to a pool, when I get to wear the vest on her, the lifeguard at me and said, "not" in the basin. I told her she was only 13 months and will be with me. However, he said, "no, not in water.

Some pools require the use of Coast Guard approved life jackets only. Thus, since it is difficult for rescuers to see if a jacket with the control that prohibit all swimmers could be allowed. Floaters are prohibited because they are not saving devices in life and do not want customers who will be good with children, thus depriving swim unattended. This may be one thing.
